V S Yadav, senior IPS to get posting in civil admin, CM favorite Rajiv Singh likely to be new DGP

Agartala, Dec 08, 2019Tripura Chief Minister Biplab Kumar Deb seems to break the convention regarding the appointment of Director General of Police ( DGP) in the state.

As reported in local daily “ Pratibadi Kalam” today, the incumbent  Director General of Fire Service, V S Yadav, 1987 batch IPS of Tripura Cadre is to be  posted as Principal Secretary, OBC welfare department. He is the senior most IPS officer after DGP A K Shukla who is retiring on December.

The daily further stated that the decision to send Yadav to civil administration is to pave way for incumbent in – charge DGP Rajiv Singh for the top  post in Tripura Police. Rajiv Singh is 1993 batch IPS  of Tripura cadre.The incumbent DGP A K Shukla is on leave and will retire on  December 30 

If  Rajiv Singh  is made DGP, than Chief Minister Biplab Deb will maintain the same trend like moving out  from convention. He earlier also did the same while appointing  Chief Secretary and PCCF, he broke the convention.

It’s a convention in administration if any incumbent CS, PCCF or DGP goes to retirement, then the immediate senior is appointed. But after Biplab become Chief Minister he broke the convention.  

When Dr. A K Gupta the former PCCF was going to retirement, immediate senior was Dr. Ashok Kumar and Surendra Kumar. As per convention Dr. Ashok Kumar would have been appointed PCCF but the state  government  appointed Dr. Alind Rastogi. This appointed caused immense resentment among IFS officer’s for appointing  Dr. Rastogi when there are two senior efficient  officers were there.            

Same happened with appointment of Chief Secretary, when Sanjeev Ranjan got central deputation many senior IAS officer were their but the government appointed L K Gupta. He was also removed  after six months and his senior  Venkteaswarlu was made chief secretary, who retired on November 30.

Now  Chief Minister is likely to break the convention while  appointing  the DGP. Sources in secretariat said  Chief Minister  is willing to make Rajiv Singh as DGP over looking senior officers like V S Yadav, Amitabh Ranjan, S S Chaturbedi and Joydeep Nayak.

A senior IAS officer posted in Delhi of Tripura cadre unwilling to be name said , “ Many senior  IAS, IPS officers  are not willing to return back to home cadre”
